Limits for Metals ResAP(2008)1 vs Drinking Water

The question is: Where do the limits for the inks come from. The daily consumption for water is approx. 2 kg per day. Take this into consideration when looking at the limits and also consider the intake of water is 365 days a year.

Comparison:

Consumption of water during 20 years: 14,600 kg

Amount of ink in the skin for 20 years 0.000367 kg

Assumption:  Water and tattoo ink contain the same amount of metal impurity

During 20 years the contamination from the water compared to the tattoo would be almost 40 MILLION times higher

Again: Why do we have such limits in ResAP(2008)1, how are they justified?
